Paris Replaced Pavement with Permeable Surface on 80 Streets
Two years of rainfall data from converted streets
Between 2022 and 2024, Paris converted parking lanes and sidewalks on 80 streets to permeable pavement. The material allows rainwater to soak through instead of running into storm drains. Hydrologist Maarja Sild monitored water flow during 36 significant rain events.
The permeable sections absorbed 78 percent of rainfall during typical storms. Even during heavy rainfall exceeding 40 millimeters per hour, the surfaces handled 52 percent of water on-site. This reduced the load on aging storm sewer infrastructure that frequently overflowed.
Installation Challenges
The base layer requires 30 centimeters of crushed stone beneath the permeable surface. This means more excavation than standard repaving. Installation costs were 60 percent higher than conventional pavement. However, the city avoided planned sewer system upgrades that would have cost substantially more.
Groundwater monitoring wells showed water table levels rising in areas with permeable pavement. Some skeptics worried the surfaces would clog with sediment and stop functioning. After two years, permeability tests show the pavement still absorbs water at 84 percent of its original rate. Street sweeping twice yearly appears sufficient to maintain function.
